The Illinois Affordable Housing Tax Credit encourages private investment in affordable housing by providing donors of qualified donations with a one-time tax credit on their Illinois state income tax equal to 50 percent of the value of the donation. The donor can choose to transfer the credits to the project, which creates additional project financing through syndication of the credits.

IHDA administers the statewide program, and the City of Chicagos Department of Housing and Economic Development administers the program in the City of Chicago. IHDA receives 75.5 percent of the annual IAHTC allocation, while the City of Chicago receives 24.5 percent. Each administrative entity has its own application process.

Eligible Donations

Eligible donations include money, securities, real estate or personal property. Donations must be provided, without consideration, to a qualified non-profit affordable housing sponsor for an affordable housing project. The donations may be aggregated if more than one donation is received for a development, but the total donation must exceed $10,000. All donors must submit a donor affidavit stating that they understand the donation is eligible for the IAHTC program and whether they will retain or transfer the tax credit certificate. The donation must occur within 12 months of the receipt of an IAHTC reservation. Non-employer-assisted housing projects may apply for a 12-month extension in writing.

Affordable Senior And Individuals With Developmental Disabilities Housing Project

Background:

To increase the supply of affordable housing within Naperville for seniors 62 and older, as well as for individuals 21 and older with intellectual and developmental disabilities, the City issued a request for proposals by which interested developers could seek to acquire and develop approximately 6.1 acres of property owned by the City . The land being developed is located south of 103rd Street and east of Illinois Route 59.

Two firms were selected as the final candidates to develop the project: Gorman & Company, LLC and Mercy Housing-Lakefront. However, in mid-June 2022, Mercy Housing-Lakefront advised the City that it would not seek to develop the project. At its June 21, 2022, meeting, City Council approved major business terms for the project between the City and remaining firm Gorman & Company, LLC.

On Sept. 20, 2022 City Council selected Gorman & Company, LLC as its development partner to create affordable senior and IDD housing southwest of the intersection of IL Route 59 and 103rd St. The vote was a unanimous 9-0 decision in favor of approving major business terms crafted to outline key project features, timelines and expectations.

Illinois Expands Medicaid To Low-Income Seniors Regardless Of Immigration Status | NBC News NOW

Illinois Medicaid covers nursing home care directly but not the cost of other types of senior care. The Illinois Supportive Living Medicaid Waiver can be used to cover the cost of senior care in some circumstances. Seniors who require a nursing home level of care and who reside in an assisted living or memory care community may receive support with part of the cost of their care, but room and board is not covered. Those residing in an independent living community are unlikely to receive support through Medicaid since these services are not medically necessary. The programs available to those living in nursing homes are the most comprehensive in terms of what they cover.
