By February, with the states revenue estimates swelling, the Legislature negotiated and approved an even more generous $3.8 billion stimulus payment plan that included extra aid for undocumented workers.

Under this plan, the state also sent $600 payments to certain Californians living in poverty regardless of whether they work. That included very low-income families with children enrolled in CalWorks, as well as recipients of SSI or the states alternative for some immigrant groups, known as the Cash Assistance Program for Immigrants.

A Sacramento-based disability activist who lives on $1,027 per month from SSDI, Hill eventually deduced that they could qualify not because they were disabled, but rather because they had done freelance writing and speaking last year.

Hill would have to file taxes, something they hadnt done in years because their earned income is far below the filing requirement. They decided it was worth it. Their expenses have jumped during the pandemic, especially as theyve opted for grocery deliveries instead of shopping in stores because they are immunocompromised.

Its really hard to see and read coverage of Newsom touting how great this is for middle-class people, said Hill, when people with disabilities are some of the most impoverished people in the whole country.

An influential non-partisan group that lobbies on behalf of senior citizens is continuing to push Congress for a fourth stimulus payment to benefit senior citizens.

The Senior Citizens League recently sent a letter to members of Congress urging them to consider a targeted stimulus designed to benefit Social Security recipients. The group is asking for a $1,400 payment.

Weve heard from thousands of them who have exhausted their retirement savings, who have started eating just one meal a day, started cutting their pills in half because they cant afford their prescription drugs, to list just a few of the drastic steps so many have had to take because of what inflation has done to them this year, the letter from TSCL Chairman Rick Delaney said.

A $1,400 stimulus check for Social Security recipients, Delany noted, would be a way to get extra non-taxable income into the hands of senior citizens.

We believe that a special stimulus for Social Security recipients could help defray the higher costs some would face if next years COLA bumps them into a higher tax bracket, causing higher tax rates on their income and surcharges to their Medicare Part B premiums, he said.

In response to the economic impact of the COVID-19 pandemic on households, the federal government issued three rounds of stimulus checks. The checks have since stopped, but the financial challenges have only increased for low-income households.

The Financial Crimes Enforcement Network has identified multiple fraud schemes in which filers submit applications for unemployment insurance benefits using other peoples information. Another Stimulus Check Senior Citizens Group Fundraises To Lobby For $1400 Payments

The Senior Citizens League is fundraising to support its efforts to lobby Congress to support additional stimulus checks of $1,400 targeted to Social Security recipients amid the ongoing pandemic.

The federal government previously sent out $1,200 direct payments to most Americans back in March 2020, as lockdowns to curb the spread of the coronavirus were implemented across the country. Then, in December 2020, Congress approved an additional stimulus check of up to $600 for most Americans. After President Joe Biden took office, Democrats pushed through a stimulus check of $1,400 for most Americans.

However, as inflation has surged and the fallout from the pandemic persists, the Senior Citizens League is urging members of Congress to approve another stimulus check targeted to elderly Americans.

“We’re midway through December. A busy time of year and an expensive time. If you’re anything like me, you keep an eye on your budget. Do you know what could really help with that budget? A one-time emergency stimulus check for Social Security recipients,” said a holiday fundraising email sent out on Thursday by the organization’s chairman, Rick Delaney.

“Donate today to help us secure this $1,400 payment to you,” he wrote.

Newsweek reached out to the organization’s media representative for further comment but did not hear back before publication.

Would A Tax Increase Pay For All This

The bill would increase the Social Security payroll tax on higher-income workers. Currently, workers pay the Social Security tax on their first $147,000 of earnings. To be sure, most Americans earn less than that. But higher-income workers who make more than $147,000 annually don’t pay the Social Security tax on any earnings above that level.

Under the bill, the payroll tax would kick in again for people earning above $250,000. Only the top 7% of earners would see their taxes go up as a result, according to DeFazio.

However, there’s one quirk about this arrangement: It would create a “donut hole” in which earnings between $147,000 and $250,000 would not be subject to the payroll tax, Shedden noted.

The bill would also extend the Social Security payroll tax to investment and business income, an issue that could face resistance. “I’m leery about that,” she said. “Social Security was set up to be based on contributions on earned income, and this mixes up the basket of earned and unearned income.”

Good news for seniors and the disabled: Automatic $1,200 stimulus payments for people receiving Social Security retirement, survivors or disability insurance benefits , or Railroad Retirement Board benefits, are scheduled to begin arriving this week. Unless you filed a tax return for 2018 or 2019, the IRS will use information from the Social Security Administration to generate a payment to you. You’ll receive the payment by direct deposit, debit card or paper checkwhichever way you normally receive your benefits.

For Social Security and RRB beneficiaries who don’t normally file a tax return, have a dependent child 16 years old or younger, and registered using the IRS’s “Non-Filers: Enter Your Payment Info Here” tool by the , additional $500 per child payments are scheduled to start arriving this week, too.

If you’re a Social Security or RRB benefits recipient with a qualified dependent child, but you didn’t register using the non-filers tool by April 22, you’ll still receive a $1,200 payment. However, you won’t receive the extra $500 per child amount at this time. You can claim the additional amount when you file your 2020 tax return next year, though.

Social Security Inflation And Stimulus Checks

TSCL is specifically worried about inflation’s impact on older people. That may sound like an arbitrary reason to request targeted stimulus checks. After all, inflation is affecting everyone right now, with strained supply chains bringing higher-than-usual prices on everything from cars to pet food.

But inflation puts a strain on older folks in one way that it doesnât necessarily affect others â through Social Security benefits.

Next year, the Social Security Administration is expected to issue the largest cost of living adjustment in nearly 40 years. By TSCL’s estimate, that adjustment could be as high as 6.2%.

Thatâs good news, considering inflation is currently at 5.4%. But higher COLA for Social Security benefits could coincide with higher costs for Medicare, which threaten to eat up any extra cash. It also counts as income, so the increase could “cause some people to see benefits like SNAP or rental subsidies trimmed if their income increases more than the limit,” says Mary Johnson, a Social Security and Medicare policy analyst at The Senior Citizens League.

Thatâs concerning for seniors who are on limited incomes or depend on food stamps and other public programs. Social Security is already nowhere near enough for retirees to live on. Some critics say an even higher COLA is needed next year to boost retireesâ incomes.
