Assistance For Seniors Returning To Work
The Senior Community Service Employment Program is a community service and work-based job training program for older Americans. SCSEP serves unemployed low-income Floridians age 55 and older who have poor employment prospects. Eligible individuals are placed in part-time community service positions to gain needed job skills. Participants train an average of 20 hours per week and receive the highest of either Federal, State or local minimum wage.
SCSEP is funded through the United States Department of Labor, The State of Florida and local contributors annually.

Senior Community Service Employment Program
The Senior Community Service Employment Program is a community service and work-based job training program for older Americans. Authorized by the Older Americans Act, the program provides training for low-income, unemployed seniors. Participants also have access to employment assistance through American Job Centers.
SCSEP participants gain work experience in a variety of community service activities at non-profit and public facilities, including schools, hospitals, day-care centers, and senior centers. The program provides over 40 million community service hours to public and non-profit agencies, allowing them to enhance and provide needed services. Participants work an average of 20 hours a week and are paid the highest of federal, state or local minimum wage. This training serves as a bridge to unsubsidized employment opportunities for participants.
Participants must be at least 55, unemployed, and have a family income of no more than 125% of the federal poverty level. Enrollment priority is given to veterans and qualified spouses, then to individuals who are over 65, have a disability, have low literacy skills or limited English proficiency, reside in a rural area, are homeless or at risk of homelessness, have low employment prospects, or have failed to find employment after using services through the American Job Center system.
National Employ Older Workers Week
The United States is undergoing a demographic shift that is changing older Americans’ relation to the workplace. The average and median age of the U.S. population is rising, and the composition of the workforce with it. By 2020, it is estimated that workers 55 and over will make up 25% of the U.S. civilian labor force, up from 13% in 2000. In addition, individual workers are tending to remain in the workforce longer and retire later. The number of workers over the traditional retirement age of 65 is seeing a marked increase, and it is projected that they will make up more than 7% of the American labor force by 2020. Employers rate older workers high on characteristics such as judgment, commitment to quality, attendance, and punctuality.
National Employ Older Workers Week, held annually the last full week of September, recognizes the vital role of older workers in the workforce. National Employ Older Workers Week aims to increase awareness of this labor segment and develop innovative strategies to tap it. It also showcases the Senior Community Service Employment Program , which provides on-the-job skills training to individuals 55 or older with limited financial resources. Since its inception, SCSEP has helped over one million older Americans enter the workforce.

Mail Senior Tax Grant Application
Senior Tax Grant applications are still accepted by mail. Fill out your printable Senior Tax Grant application and send it to:
The deadline for a Senior Tax Assistance Grant is September 30 of the year of the application. Any applications received after the deadline will not be processed.
Applications received by March 31 will be applied to the 2022 Final Tax Bill, if approved. Applications received between April 1 and September 30 each year will be processed however, you will have to pay the total of your Final Tax Bill as billed to avoid penalty and interest charges. The grant, if approved, will be applied as a credit to your property tax account.

Unemployed Over 55 Join Scsep
For seniors who are looking for an opportunity to re-enter the workforce, the Senior Community Service Employment Program provides training and placement into unsubsidized employment for unemployed low-income seniors 55+. In order to qualify for SCSEP, participants must be:
55 years of age or older
Experience barriers to employment
Have limited or low income
ICOA is partnering with Easterseals-Goodwill in order to deliver effective career services and transition planning to participants. Participants go through an initial assessment, create an Individual Employment Plan with guidance from an Employment Specialist, and are placed at a work location , where they receive training and skill development.
Participants work an average of 20 hours a week. This training serves as a bridge to employment opportunities, and participants are provided with one-on-one assistance, career coaching, and skill development to ensure their success in the SCSEP results in employment.

Scsep And The Center For Workforce Inclusion
The Center operates SCSEP predominantly through a sub grantee network of local partner organizations. Our local partners are drawn from aging services, workforce development, and other nonprofit or government agencies who work closely with local employers, social services, and community organizations.
More than 7,000 older job seekers participate in our SCSEP program annually. While many of our partners are based in high-density urban areas, over 60 percent serve multi-county rural regions. The Center helps our partners better serve older adults in their community.

Senior Community Services Employment Program
The Senior Community Service Employment Program is available to job seekers, ages 55 and older, who are unemployed, meet established low-income guidelines and desire an opportunity for training and employment. Individuals are given a training assignment that most closely matches their personal goals for employment. Training assignments are coordinated with non-profit or government agencies, also known as host agencies, and are limited to 20 hours per week, at the established minimum wage hourly rate. Applicants are not required to have previous work experience.
The goal of the program is to assist older workers to develop workplace skills which will enable them to attain permanent, unsubsidized employment, either with their host agencies or other non-profits, government or private sector employers. Participants are trained by a variety of employers including schools, physicians, health care agencies, hospitals, custodial and maintenance service industries, senior service providers, administrative and management entities, retail merchants, and transportation, security and technology companies.
Older workers have proven to be valuable assets to companies where they work. They have demonstrated characteristics that include a strong work ethic, high productivity, extensive experience, and low absenteeism and turnover rates.

The Centers SCSEP program is funded by a $46.3 million grant from the U.S. Department of Labor. This funding provides 90% of the support for SCSEP with the Center matching 10% or $5 million.

How To Apply
Applicants seeking to enter the SCSEP training program may contact either a community partner or a national community partner depending on which county they live in within the State of Arizona. Due to the limited number of enrollment training positions, however, there may be a waiting list to participate. Applicants may enroll in either a community or national community partner program that operates in their county, and has availability at their time of application. The requirements are the same for both partners.
