The Montrose Center Breaks Ground On Law Harrington Senior Living Center

âHousing is one of the greatest financial challenges facing older adults across the country, particularly for LGBTQ seniors,â said Reymundo Ocañas, Director of Communications and Responsible Business for BBVA in the USA and one of the eventâs featured speakers. âLGBTQ seniors are twice as likely to age alone and four times less likely to have the money needed for retirement in comparison to their heterosexual peers.â Ocañas added that many long-time senior residents of Montrose and Third Ward are seeing their rents and property taxes increase beyond their means.

Reymundo Ocañas, BBVA USA director of communications and responsible business, spoke on the financial challenges of LGBTQ seniors during the groundbreaking ceremony of Montrose Center’s Law Harrington Senior Living Center in Houston on August 6.

The Law Harrington Senior Living Center will be open to all seniors who meet the income guidelines, offering specific services and programming for LGBTQ seniors and seniors living with HIV. The facility will be an affordable, LGBTQ-affirming senior living center featuring 112 one- and two-bedroom independent living apartments for low-income individuals and couples who are 62 years and older. The building itself is estimated to open in 2021 and will bring additional affordable housing opportunities to the residents of Houstonâs Third Ward neighborhood.

Law Harrington Senior Center Is Making History For The Lgbtq+ Community

“I feel like I won the golden ticket!” The Law Harrington Senior Center is the largest LGBTQ+ affirming and affordable senior center in the nation!

HOUSTON, Texas — The Law Harrington Senior Living Center is a beacon of hope for the LGBTQ+ community in Houston’s Montrose neighborhood.

It is the first LGBTQ+ affirming senior living center in Texas, and the largest in the nation.

It became very clear that many seniors who had been out and proud for years felt like they had to go back in the closet when they moved outside of the Loop to less expensive housing. We had to do something to help them build a safe community, said Executive Director of the Montrose Center, Ann Robison.

Residents are accepted based on income and age. You have to be at least 62 years of age to live in the center.

What an inspirationthe Law Harrington Senior Living Center is. Im just so inspired becauseseniors are precious. They have contributed to the building of this nation andthe seniors that will have the opportunity to live in this center will be crosscultural from the LGBTQ community, affirming them to be able to live with theirfamilies without discrimination together with historic families from theAfrican American community. For me that is very special and Im delighted thatthis is a partnership between local funds, the TIRZ funds, and federal taxcredits. I have advocated for these tax credits and believe that they are aconstructive part of building Americas housing response. Housing in America isat a great shortage for seniors and people of low and middle income. We need tocontinue to support affordable housing. The combination of Montrose and ThirdWard is a perfect fit to bring communities together. Congratulations to theMontrose Center for the great work and partnership they are doing for all ofus.

There is strong evidence that housing impacts health. Housing stability, quality, safety, and affordability all affect health outcomes. Housing is one of the best-researched social determinants of health, and selected housing interventions for low-income people have been found to improve health outcomes and decrease health care costs .

The Montrose Centers Law Harrington Senior Living Center represents one venture to improve housing options for seniors in Houston, Texas. The Center hosted its grand opening on June 24. As an LGBTQ-affirming center, the LHSLC offers specific programs and policies to support LGBTQ residents and protect them from discrimination. Since one of Achieving Togethers focus areas is cultivating a stigma-free climate of appreciation and inclusion, we interviewed staff from the new Senior Living Center to learn more about the program.

How did the Senior Living Center get started?

Housing is one of the greatest financial challenges and, correspondingly, one of the greatest needs for older adults across the nation. One in eight LGBQ adults and one in four transgender adults in the U.S. say they have experienced housing discrimination on the basis of their sexual orientation or gender identity.

What are the goals of the Law Harrington?

Its mentioned on the website that there are services for seniors living with HIV. What sort of HIV services will be available?

  • 24 units at 30% AMI
  • 45 units at 50% AMI
  • 43 units at 60% AMI

Former City of Houston Annise Parker

Former City of Houston Mayor Annise Parker, president and chief executive officer of the Victory Fund I took this personally because we are in desperate need of affordable housing all across the city of Houston, for every community in Houston. This is one great project and it is a step forward for our community but we need so much more. If you have opportunities to support other affordable housing projects across the city, please do so. Quality housing is a human right and this project will serve not only this broader community, but folks across Houston that have no other place to go. I want to thank everyone who was involved in making the Law Harrington Senior Living Center happen.

This is a major dayin the city of Houston. It is our mission to create safe and affordablecommunities where all people can live and thrive. On June 12, the city councilvoted unanimously to allocate $5.1 million in TIRZ funds to this project. Thereis no better testament to community investment than to ensure the vibrancy ofseniors in our community. The Law Harrington Senior Living Center exemplifiesthe diversity and collaborative spirit of this great city and I am thrilledthat it is being constructed in the Third Ward, which is one of the tenComplete Communities that I have identified. These are neighborhoods where weare working with residents, private industry, nonprofits, and others to serveunder-resourced areas. By offering opportunities like affordable housing, weare investing in historically underrepresented areas, and it is important tomake sure that everyone within our community has a place they can call home. This is a historic, great day and I want to thank the leaders here today foryour vision.

Sometimes Good Things Are Worth The Wait Sometimes Big Dreams Can Be Shared Sometimes Reality Is Better Than What You Imagined The New Law Harrington Senior Living Center Which Marks Its Grand Opening Today Is A Small Solution To A Big Problem But A Big Idea Beautifully Executed

In January of 2012, my second inauguration as Mayor of Houston, I pledged to reduce homelessness in Houstonfocusing on veterans and the chronically homeless. As part of that effort, I studied housing insecure populations and personally visited different types of housing facilitiestransitional, single-room occupancy and apartment-style. A year later, I took a trip to Los Angeles to visit the US Vets complex there and also arranged a tour of the Triangle Square complexthe first LGBTQ-affirming affordable senior housing center in the U.S.at the suggestion of HUD Assistant Secretary Mercedes Marquez.

I was impressed by the facility and touched by the conversations I had with the residents. But I was also shocked by how many had been thrown into poverty when they lost a life partner, and I was outraged that some struggled to find a welcoming place to live without returning to the closet.

Like a lot of good ideas, this one stayed in the back of my mind. But I couldnt figure out how to bring to Houston what Id learnedthere had to be a local non-profit partner.

Luckily we had help. Tammi Wallace began working with Montrose Center in 2014 and produced a need analysis and cost estimates. They brought on Stephan Fairfield, an experienced housing consultant. Montrose Center started fundraising. I corralled every unappropriated city housing dollar available.

If we could clone Law Harrington, we could fill it many times over.

LGBTQIA affirming senior center in Houston going strong

FOX 26 Reporter Tiffany Justice spoke with some residents who say why the living center is so important.

HOUSTON – Fighting stigma and hate, the Law Harrington Senior Living Center is welcoming people with its bright colors in Houston’sThird Ward. The center is the largest in the nation and the first in the state of Texas.

It was a process to open the center and for many who are LGBTQIA+, it took them by surprise.

“I was shocked,” said Jereme Scott, resident. “First I was really shocked that something like this would actually happen.”

Safety, community, and keeping busy are important factors for these residents who tell FOX 26, the center does a great job to provide activities.

” still have moments of danger, there are still people getting beaten up for walking down the street for being gay, and thats still happening in our city,” said Scott.

The Montrose Center says LGBTQ seniors are twice as likely to age in social isolation and four times less likely to have the money needed for retirement in comparison to their heterosexual peers.

“When you are over 60, you tend to isolate, you tend to be discriminated against,” said Scott.

Jessi Mona Cartwright-Biggs was one of the first seniors to move in.

The nations largest LGBTQ-affirming seniors community comes as the result of long labor. After seven years of fundraising, design collaborations, meetings with community stakeholders, and the construction process, the Law Harrington Senior Living Center has received its initial occupants. The senior living center, 2222 Cleburne, is located south of downtown, adjacent to Highway 288 in the Third Ward neighborhood.

Designed by Smith & Company Architects, this affordable, LGBTQ-affirming senior living center features 112 one- and two-bedroom independent living apartments with full kitchens and washer and dryers for low-income individuals and couples who are 62 years and older. Additional features of the property include a 17,196 SQFT Club House building in the front of the facility which includes: a social services department managed by the Montrose Center, geriatric primary care clinic provided by Legacy Community Health, a group dining area, meeting and game rooms, a fitness center, dog park, and outdoor recreational spaces.

The façade and design reflect and respect the architecture and culture of the vastly changing historic Third Ward area in which the property sits, but also is designed to be consistent with the modern movement currently taking place with new and proposed developments in the area.

Since public funds were used to support the project, Federal UFAS and Fair Housing design standards, and Texas accessibility standards were needed to be met.
